Amends Section 2831 of the Fish and Game Code to deem open-space lands designated as of January 1, 2013 as dedicated land under the San Diego City Charter, rather than the previous January 1, 2008 date.

Requires open-space lands to be documented in a "Declaration of the Dedication of Land" approved by San Diego City Council resolution and filed with the City Clerk and County Assessor/Recorder/County Clerk offices.

Allows San Diego City Council to reserve authority to grant utility easements on dedicated property if they do not significantly interfere with park and recreational use.

Mandates that filed dedication documents be made available for public inspection upon request at the City Clerk's office and County offices.

Applies to approximately 10,000 acres of city-owned open-space parcels that remain on San Diego's eligibility list for conversion from designated to dedicated open space.
