Amends Civil Code Section 798.49 to allow mobilehome park management to separately charge homeowners for certain government-imposed fees and assessments on the park property, effective January 1, 2013 and beyond.

Permits management to pass through pro rata shares (based on total spaces in park) of fees, assessments, or charges first imposed or increased on or after January 1, 2013 by cities, counties, state, federal government, or voter approval on the parcel where the mobilehome park is located.

Requires any fees or charges authorized under this section to be separately stated on homeowner billing statements, with expiration dates noted if applicable.

Prohibits management from being required to refund, reduce, or change any fees or charges that were billed to homeowners as of December 31, 2012.

Does not apply to fees imposed under the Mobilehome Parks Act, court-ordered costs, administrative fees for rent control ordinances, or property taxes.
