Exempts collectives and cooperatives that comply with Attorney General guidelines from criminal liability for marijuana possession, cultivation, and distribution for medical purposes.

Protects officers, members, and employees of qualifying collectives and cooperatives from criminal prosecution related to marijuana-related offenses under specified Health and Safety Code sections.

Allows collectives, cooperatives, and primary caregivers to receive compensation for actual expenses and reasonable service fees without facing prosecution under sections 11359 or 11360, provided activities comply with Attorney General guidelines.

Defines "collectives and cooperatives" as entities operating within the Compassionate Use Act of 1996 and complying with paragraphs A and B of Section IV of the August 2008 Attorney General guidelines on marijuana security and non-diversion.

Permits collectives to organize as any statutory business entity under California law while maintaining compliance with medical marijuana regulations.
