Establishes a pilot program until January 1, 2018 creating the Centralized Intelligence Partnership, a multiagency collaboration between the Employment Development Department, Franchise Tax Board, and State Board of Equalization to combat illegal underground operations.

Authorizes other specified state entities (California Health and Human Services Agency, Department of Consumer Affairs, Department of Industrial Relations, Department of Insurance, Department of Justice, and Department of Motor Vehicles) to participate in an advisory capacity.

Creates an advisory committee with one representative from each participating entity to provide guidance on partnership activities and determine which agency houses the processing center.

Authorizes duly authorized representatives of member agencies to exchange confidential information, data, and complaints for investigating illegal underground operations, with information remaining subject to existing confidentiality laws.

Requires annual reports to the Legislature beginning July 1, 2014, and a final pilot program report by December 1, 2016 detailing complaints received, cases investigated or prosecuted, and recommendations for continuing or modifying the partnership.
