Removes the requirement that petition circulators sign their certification of declaration at length, allowing signatures without full given name and middle name/initial.

Corrects erroneous cross-references in Water Code sections 50707 and 55310.2 to reference Section 1500 of the Elections Code for establishing mailed ballot election dates for reclamation districts and county waterworks districts.

Maintains existing authorization for reclamation districts and county waterworks districts to conduct all-mailed ballot elections under Division 4 of the Elections Code.
