Requires the California State Department of Public Health to provide briefings twice per year to legislative committees, the Legislative Analyst's Office, and the State Chief Information Officer on the development of an electronic benefits transfer (EBT) system for the WIC program.

Briefings must be provided within 30 days of the close of the first and third quarter of each year, beginning with the first quarter commencing January 1, 2013, and continuing until the EBT system is fully operational.

Establishes that the current WIC paper check system is cumbersome, outdated, stigmatizing to participants, and costly to operate, with the intent to implement an EBT system as soon as feasible.

Repeals this requirement on January 1, 2023.
