SB 1192 Summary

• Increases the maximum oil spill prevention and administration fee from $0.065 to $0.068 per barrel of crude oil or petroleum products until January 1, 2015, then decreases it to $0.050 per barrel effective January 1, 2015.

• Establishes a minimum nontank vessel fee of $3,500 per vessel until January 1, 2015, with authority for the administrator to charge reduced fees for vessels posing reduced pollution risk; removes the minimum requirement after January 1, 2015.

• Transfers 3 mills ($0.003) per barrel from the oil spill prevention fee and $250 per nontank vessel fee to the Oil Spill Response Trust Fund until January 1, 2015, for Oiled Wildlife Care Network activities including training, field collection, and search and rescue operations.

• Allows the proposed appropriation for oiled wildlife care from the Oil Spill Response Trust Fund to exceed interest earned by up to the difference between interest and $2,000,000, funded by the transfers from Section 8670.43.
