Authorizes the Superintendent of Public Instruction to recommend and the State Board of Education to adopt college and career readiness anchor standards from the Common Core State Standards Initiative.

Allows the State Board to modify common core mathematics standards by March 30, 2013, with modifications capped at no more than 15 percent and requiring written explanation to the Governor and Legislature.

Requires the Superintendent to consult mathematics experts (including at least 50 percent public school teachers) and hold minimum two public hearings before recommending mathematics standard modifications.

Extends deadlines for science content standards to July 31, 2013, for the Superintendent to present recommendations and November 30, 2013, for the State Board to adopt, reject, or modify standards.

Authorizes the State Board to resolve technical issues in English language arts standards previously adopted under common core requirements.
