Authorizes electrical corporations to require proof of income eligibility for CARE program participants whose electricity usage exceeds 400% of baseline usage.

Requires CARE participants with usage exceeding 600% of baseline to participate in the Energy Savings Assistance Program (ESAP) including residential energy assessments, and allows removal from CARE if usage remains above 600% after assessment completion.

Permits electrical corporations to condition continued CARE participation on agreement to participate in ESAP within 45 days for participants exceeding 400% baseline usage.

Prohibits removal of rental CARE participants from the program when landlords are nonresponsive or fail to provide ESAP participation.

Establishes an appeals process allowing CARE participants with usage exceeding 600% of baseline to challenge whether their usage levels are legitimate.
