CA SB1209

Imposes an additional registration fee on motor vehicles registered to nonresident owners with an out-of-state residence or business address, effective for registrations or renewals expiring on or after July 1, 2013.

Fee amount to be determined by the Department of Motor Vehicles as either $10 or the average additional fee imposed by local entities in the preceding fiscal year.

Revenue collected (after DMV administrative costs) split equally between California Highway Patrol for public safety databases and alert systems regarding abductions, shootings, and imminent threats, and Department of Justice to maintain criminal justice databases.

Requires 2/3 vote approval in both houses of the Legislature due to resulting in higher taxes under California Constitution Article XIII A, Section 3.
