Requires the California Law Revision Commission to submit an analysis of the legal and policy implications of treating charter schools as public entities under California's tort liability and immunity laws (Division 3.6 of Government Code) by January 15, 2013.

Analysis must address whether charter schools should be governed by the same provisions that govern tort liability, immunity, and legal claims against public entities and their officers and employees.

Directs the commission to report findings to the Legislature regarding the implications of classifying charter schools as public entities for liability purposes.
