Extends the requirement for store operators to establish at-store recycling programs for clean plastic carryout bags until January 1, 2020 (previously set to expire January 1, 2013)

Repeals state preemption provisions that prohibited cities, counties, and local public agencies from adopting regulatory actions regarding plastic carryout bag recycling

Allows local agencies to adopt ordinances, resolutions, regulations, or rules governing curbside or drop-off recycling programs and associated fees

Preserves existing contracts, franchises, permits, licenses, and other arrangements related to solid waste and household hazardous waste collection

Approved by Governor on September 19, 2012 and chaptered as Chapter 384
