Authorizes the Medical Board of California to license physicians who obtained medical education at foreign medical schools not previously recognized by the board if they hold 10-20 years of unrestricted practice in another state (depending on school recognition status), hold specialty board certification, pass required exams, and complete 3 years of approved postgraduate training.

Requires the Board of Registered Nursing to hold quarterly meetings in both northern and southern California.

Allows private postsecondary schools of nursing subject to the California Private Postsecondary Education Act to be approved by the board to grant nursing degrees, replacing the previous requirement for affiliation with higher education institutions.

Establishes fees for nursing school approval ($5,000 initial approval, $3,500 annual for programs established after January 1, 2013, $500 for substantive changes) to be deposited into the Board of Registered Nursing Fund.

Authorizes the Board of Registered Nursing to issue cease and desist orders to unapproved nursing schools and requires notification to the Bureau for Private Postsecondary Education and Attorney General; makes it unprofessional conduct for registered nurses to violate this provision.
