Establishes statewide permit fee caps for rooftop solar energy systems: residential systems limited to $500 plus $15 per kilowatt above 15kW, and commercial systems limited to $1,000 plus $7 per kilowatt between 51kW-250kW and $5 per kilowatt above 250kW

Allows local agencies to exceed fee caps only if they adopt a written finding and ordinance providing substantial evidence of reasonable administrative costs and demonstrate streamlined approval processes

Requires written findings to include cost calculations for permit issuance, proof of adopted streamlined ordinances and processes, and description of expedited approval benefits

Declares that statewide permit fee standards are a matter of state concern, not a municipal affair, to increase solar deployment across income levels and help achieve clean energy goals

Sunsets the entire chapter on January 1, 2018, unless extended by the Legislature
