SB 1225 Summary: Intercity Passenger Rail Act of 2012

• Authorizes the Department of Transportation to enter interagency transfer agreements with joint powers boards to assume responsibility for administering intercity rail passenger services in additional corridors between June 30, 2014, and June 30, 2015.

• Requires agreements to cover an initial 3-year period with the state maintaining current service levels and funding, and mandates the Secretary report to the Governor and Legislature by June 30, 2016, if agreements are not completed.

• Specifically authorizes the LOSSAN Agency (San Diego-Los Angeles-San Luis Obispo corridor) to assume administrative responsibility for intercity rail services upon reconstitution through an amended joint powers agreement approved by member governing boards.

• Prohibits termination of feeder bus services except when they fail cost-effectiveness standards, and requires contractors operating intercity rail to comply with federal Railway Labor Act requirements for labor relations.

• Repeals obsolete provisions regarding the Southern California Regional Rail Authority and establishes uniform performance standards with a 55 percent minimum fare revenue to operating cost ratio for the LOSSAN Corridor.
