Amends Section 19614 of the Business and Professions Code to redirect the 1% deduction from daily conventional and exotic parimutuel pools at fair racing associations away from the Fair and Exposition Fund.

Requires the 1% deduction to instead be distributed 50% to the fair as commissions and 50% to horsemen and horsewomen as purses.

Eliminates the previous requirement that these funds be deposited in the Fair and Exposition Fund for recreational and cultural facility construction or operation.

Specifies that no state reimbursement is required under Article XIII B of the California Constitution because any local costs result from changes to criminal penalties under the Horse Racing Law.
