Adds Section 31874.7 to the Government Code authorizing Orange County's Board of Supervisors to adopt a resolution by majority vote to restrict cost-of-living adjustments for county retirees.

Allows Orange County to preclude the board of retirement from providing excess percentage increases or supplemental cost-of-living increases to members who were not eligible for such increases as of the resolution's adoption date.

Limits any excess percentage increases or supplemental cost-of-living increases to amounts that members were eligible to receive as of the resolution date, preventing future increases beyond that baseline.

Applies restrictions only to allowances attributable to service as an Orange County employee or officer, and does not affect portions of allowances from service with other districts or entities within the Orange County Employees Retirement System.
