Extends sunset dates for multiple health professional licensing boards, including the California Board of Podiatric Medicine (to January 1, 2017), Physician Assistant Board (to January 1, 2017), Physical Therapy Board (to January 1, 2014), California State Board of Pharmacy (to January 1, 2017), Board of Psychology (to January 1, 2017), and Court Reporters Board (to January 1, 2017).

Renames the Physician Assistant Committee to the Physician Assistant Board, revises its composition to include five physician assistants and four public members, and authorizes the board to establish a retired status license system.

Extends the Medical Board of California's vertical enforcement and prosecution model (joint investigator and prosecutor assignments) to January 1, 2014, and extends the Health Quality Enforcement Section in the Department of Justice to January 1, 2014.

Expands physician assistant reporting requirements to include indictments and convictions of felonies and misdemeanors, and includes physician assistants in coroner reporting requirements for deaths resulting from gross negligence or incompetence.

Extends the Transcript Reimbursement Fund for court reporters (providing transcripts to low-income litigants) and Electronic and Appliance Repair Dealer Registration Law to January 1, 2017 and January 1, 2015, respectively.
