Amends Section 53750 of the Government Code to add a definition of "real property" for purposes of the Proposition 218 Omnibus Implementation Act, specifying that real property includes real property interests in land and water rights based on ownership of real property interests, but excludes appropriative or prescriptive water rights not based on such ownership.

Clarifies that the new definition of real property does not affect the definition contained in Section 658 of the Civil Code and does not revise or alter any judicial decisions relating to that section.

Redesignates subsequent definitions in Section 53750 (Record owner, Registered professional engineer, Vector control, and Water) due to the addition of the real property definition.

Declares that the amendment is declaratory of existing law and does not constitute a change in law.
