Requires cities and counties to review and update their safety elements upon the next housing element revision on or after January 1, 2014, to address fire risks in state responsibility areas and very high fire hazard severity zones, considering the Office of Planning and Research's "Fire Hazard Planning" guidance.

Mandates that counties make three specific findings before approving tentative maps or parcel maps in fire hazard areas: consistency with State Board of Forestry and Fire Protection regulations, availability of fire protection services, and adequate road standards for fire equipment access.

Requires the Office of Planning and Research to update California Environmental Quality Act (CEQA) guidelines on or after January 1, 2013, to include questions about fire hazard impacts for projects in state responsibility areas and very high fire hazard severity zones.

Directs the Office of Planning and Research to include fire hazard and fire safety provisions in its next general plan guidelines update, with reference to relevant materials on fire hazards and safety.

Establishes submission timelines for safety elements to the State Board of Forestry and Fire Protection, with deadlines ranging from December 31, 2010, to December 31, 2015, depending on regional jurisdiction.
