Requires courts to mandate that victims of sex crimes under 16 years old who refuse to testify meet with a victim advocate before imposing contempt sanctions, unless the court finds it is not in the victim's best interest.

Maintains existing requirement that courts refer all minors under 16 who refuse to testify to a probation officer for a report and recommendation before imposing contempt sanctions.

Allows courts to impose sanctions prior to receiving the probation report if specific facts on the record show the minor would likely flee if released.

Requires that any court-ordered placement of a minor outside their home be in the least restrictive setting available, with secure facility placement only after nonsecure placements have been attempted and the minor has fled or persistently refused orders.
