Authorizes the 28th District Agricultural Association (San Bernardino County) to enter into a joint powers agreement with the consent of the Secretary of Food and Agriculture to create a joint powers agency for operating, maintaining, and improving the association's facilities and functions.

Grants the joint powers agency authority to accept donations, acquire, own, sell, or lease real property and pledge property or revenue for bond sales to construct and equip facilities, except it cannot sell, divest, or pledge state-owned property without statutory authorization or express consent from the Department of Food and Agriculture and Department of General Services.

Requires the 28th District Agricultural Association to provide all civil service employees the option to either continue employment with the state (through a contract with the joint powers agency) or accept employment with the joint powers agency as non-state employees.

Declares the State of California is not liable for any debts, liabilities, settlements, or obligations incurred by the joint powers agency, and requires the joint powers agreement to protect the General Fund and Fair and Exposition Fund from such liabilities.

Allows the joint powers agency to elect membership in the network of California fairs on terms mutually agreed upon by the Department of Food and Agriculture and the agency.
