SB 1258 Summary

• Requires the Department of Veterans Affairs to develop outcome and related indicators for veterans to assess their status and monitor quality of veteran services, including indicators for employment, suicide, education, child welfare involvement, and criminal justice involvement.

• Authorizes the Department of Veterans Affairs to receive data from other state agencies necessary to develop these outcome indicators, with confidentiality protections equal to or greater than those protecting data at other state agencies.

• Requires the Department of Veterans Affairs to report to the Senate and Assembly Committees on Veterans Affairs by March 1, 2015, detailing all developed indicators, recommendations for a continuous monitoring system, and any regulatory or fiscal barriers to implementation.

• Permits the Director of Employment Development to disclose unemployment insurance quarterly wage data to the Department of Veterans Affairs for purposes of developing veteran outcome indicators, subject to federal law restrictions.

• Expands criminal penalties for unauthorized access or disclosure of unemployment insurance information to include information shared with the Department of Veterans Affairs.
