Authorizes exemptions from independent audit and review requirements for entities receiving $250,000 to $1,000,000 in regional center payments if prior year audits showed unqualified opinions (two-year exemption) or qualified opinions with no material impact on services (one-year exemption)

Allows entities receiving $250,000 to $500,000 in payments to obtain two-year exemptions from independent review requirements if the prior year's review found no issues impacting regional center services

Requires regional centers to notify the Department of Developmental Services of any exemptions granted to entities that received qualified opinion audit reports

Sunsets the exemption provisions on July 1, 2016, with repeal effective January 1, 2017, unless extended by later legislation
