Redirects 24% of asset forfeiture proceeds from the General Fund to the Department of Justice, Division of Law Enforcement for continuous appropriation without requiring legislative approval.

Designates the redirected forfeiture funds specifically for special agents to investigate and enforce controlled substances laws and the Uniform Controlled Substances Act.

Maintains existing distributions of forfeiture proceeds: 65% to participating law enforcement agencies, 10% to prosecutorial agencies, and 1% to nonprofit prosecutor organizations.
