Requires the Department of General Services to convene or continue an existing workgroup to develop recommendations for improving oversight of school construction projects and seismic safety compliance.

Workgroup must review internal changes made by the Division of the State Architect since December 2011 and recommend further improvements to oversight, training, and inspection activities for school facility construction.

Workgroup must review the Field Act regarding occupancy of school facilities when safety concerns exist and consider what statutory changes and penalties the Division of the State Architect should have authority to enforce against non-compliant school districts.

Division of the State Architect must report workgroup recommendations to the Senate Select Committee on Earthquake and Disaster Preparedness, Response and Recovery by July 1, 2013 at a public hearing, with opportunity for public comment, and to appropriate Senate and Assembly policy committees.

All provisions of this section automatically repeal on January 1, 2015, unless extended by later legislation.
