Allows hospitals owned and operated by licensed charitable organizations that provide only pediatric subspecialty care to charge for professional services, beginning January 1, 2013, if they previously employed physicians on a salary basis without charging patients.

Limits annual increase in salaried physicians at qualifying hospitals to no more than five licensees per year.

Requires qualifying hospitals to accept all patients needing their services regardless of ability to pay or health care coverage status.

Requires affirmative medical staff vote that a physician's employment is in the best interest of the communities served by the hospital.

Prohibits hospitals from interfering with or controlling physicians' professional judgment in violation of existing Medical Practice Act restrictions.
