Requires each city and county in the Sacramento-San Joaquin Valley to amend its general plan within 24 months of July 2, 2013 to include flood hazard data, analysis, and goals to reduce flood risk.

Authorizes cities and counties to permit development agreements in flood hazard zones if certain conditions are met, including that undetermined risk areas have met the urban level of flood protection.

Requires the Department of Water Resources to release floodplain maps by July 2, 2013 identifying State Plan of Flood Control facilities and water surface elevation data for 1-in-200 year flooding events in urban areas.

Exempts the Department of Water Resources' issuance of floodplain maps from California Environmental Quality Act, California Endangered Species Act, and Administrative Procedure Act requirements.

Provides liability immunity for the state and state agencies for claims arising from discretionary or ministerial functions performed under these flood protection provisions.
