Authorizes the State Department of Social Services to receive quarterly wage data from the Employment Development Department to monitor outcomes for children and youth in the child welfare system.

Requires the department to identify key outcomes including K-12 education, higher education, criminal justice involvement, employment, suicide, and racial/ethnic disparities for children at the point of separation from the system and at least five years after separation.

Directs the department to consult with state and local agencies, child welfare advocates, and other entities to determine outcome measures and monitoring processes.

Requires the department to report to the Legislature by January 1, 2015, on progress in identifying and monitoring outcomes, implementation timelines, necessary funding or staffing increases, and recommendations for statutory or regulatory changes.

Sunset provision makes the reporting requirement inoperative on January 1, 2019.
