Requires the Department of Fish and Game to issue reduced fee sport fishing licenses to active military personnel who are "recovering service members" as defined in the federal National Defense Authorization Act for Fiscal Year 2008, upon submission of a letter from their commanding officer or military medical doctor.

Establishes a base fee of $4 (as adjusted per Section 713) for reduced fee sport fishing licenses, valid for one calendar year.

Maintains existing eligibility for disabled veterans with 50 percent or greater service-connected disability and persons over 65 years of age with limited income.

Requires applicants to submit adequate documentation from a public agency to prove eligibility, except for disabled veterans who can present proof of honorable discharge and disability certification, or recovering service members who submit military documentation.
