Extends the repeal date of the California Training Benefits Program from January 1, 2015 to January 1, 2019.

Provides automatic eligibility for unemployment benefits to permanent or probationary public school teachers who participate in Commission on Teacher Credentialing-approved programs for additional certification in math, science, or special education (kindergarten through grade 12) and were laid off.

Requires teachers to enroll in credential preparation or training programs within three years of being laid off from their public school employer to qualify for automatic eligibility.

Changes become operative on January 1, 2014.

Makes an appropriation to the Unemployment Fund to cover additional benefits payable under the extended program.
