Authorizes school districts to evaluate principals annually during their first and second year as a new principal, with additional evaluations at regular intervals determined by the governing board.

Allows governing boards to identify who will conduct principal evaluations and permits additional evaluations outside regular intervals if agreed upon between evaluator and principal.

Establishes that principal evaluation criteria may be based on California Professional Standards for Educational Leaders and must include evidence of pupil academic growth, effective teacher evaluations, culturally responsive instructional strategies, school management, and professional relationships.

Requires that evaluations consider pupil academic growth using multiple valid and reliable measures including state standardized assessments, formative and summative assessments, and performance assessments.

Authorizes use of federal carryover funds from Title I and Title II of the No Child Left Behind Act and other available state and federal funds to implement the evaluation system.
