Restructures California's CalWORKs program into three separate aid categories: CalWORKs Basic Program (up to 24 months of work-focused services), CalWORKs Plus Program (higher grants for those meeting federal work participation requirements), and Child Maintenance Program (basic income support for children-only households).

Reduces maximum aid payments across all three programs and establishes new regional payment schedules, with lower payment amounts than previous law, effective October 1, 2012 or 90 days after enactment, whichever is later.

Counts all months of CalWORKs or TANF assistance received from January 1, 1998 forward toward the 48-month lifetime aid limit, and includes months when recipients are sanctioned toward this time limit beginning October 1, 2012.

Eliminates the Cal-Learn Program and replaces it with a welfare-to-work teen parent program providing cash supplements when teen parents maintain satisfactory school progress and complete high school or high school equivalency examination.

Requires the Department of Social Services to implement provisions through all-county letters until emergency regulations are adopted no later than July 1, 2014; declares the act an urgency statute effective immediately.
