Authorizes local school districts to place commercial advertisements on the exterior of schoolbuses, notwithstanding other laws restricting schoolbus signage.

Requires school districts to adopt policies prohibiting advertisements for alcohol, tobacco, firearms, sexually explicit material, discriminatory content, political material, religious establishment material, and false or misleading claims.

Mandates the California Highway Patrol adopt and enforce regulations on advertisement design, placement, and size, including prohibitions on protruding signage, digital/electronic ads, and ads that interfere with doors, windows, required lettering, or schoolbus identification.

Limits each schoolbus to a maximum of two advertisements, with each advertisement covering no more than 35 percent of available exterior space.
