Authorizes operation of autonomous vehicles on public roads for testing purposes if driver holds proper license, remains in driver's seat monitoring the vehicle, and can take manual control during technology failure or emergency.

Requires manufacturers to obtain $5,000,000 in insurance, surety bond, or self-insurance before testing autonomous vehicles in California.

Prohibits operation of autonomous vehicles on public roads except for testing until manufacturer submits application approved by Department of Motor Vehicles, including certifications that technology meets Federal Motor Vehicle Safety Standards and other applicable safety requirements.

Mandates Department of Motor Vehicles adopt regulations by January 1, 2015 establishing testing, equipment, and performance standards; requires 180-day approval period for applications seeking to operate vehicles without a driver in the vehicle.

Requires autonomous vehicles to capture and store sensor data for at least 30 seconds before a collision in read-only format and preserve data for three years.
