Authorizes pharmacists to dispense up to a 90-day supply of non-controlled dangerous drugs if the patient has completed an initial 30-day supply and the prescriber has not indicated that periodic refills are medically necessary.

Requires pharmacists exercising this authority to ensure the total quantity dispensed does not exceed the amount authorized by the prescriber, including all refills.

Mandates pharmacists notify prescribers when dispensing an increased supply of dangerous drugs under this section.

Prohibits pharmacists from dispensing increased supplies if the prescriber marks "No change to quantity" or similar language on the prescription, whether handwritten or electronically transmitted.

Excludes psychotropic medications and drugs from these provisions and does not require health plans or pharmacy benefit managers to cover increased supplies inconsistent with patient plan benefits.
