Requires automated traffic enforcement systems to be identified by signs posted within 200 feet of intersections, with existing systems required to display signs by January 1, 2014.

Mandates governmental agencies operating these systems develop uniform guidelines for processing violations and ensure compliance by January 1, 2014 for existing systems, and adopt safety-based findings of fact before installing new systems after January 1, 2013.

Prohibits agencies from considering revenue generation beyond actual operating costs when deciding whether to install or operate automated traffic enforcement systems.

Requires manufacturers and suppliers to submit annual reports to the Judicial Council containing information on violations captured, citations issued, citation dismissal rates, and traffic collision data before and after system installation.

Expands notice requirements for traffic violations by allowing pre-citation notices of nonliability and prohibiting material alteration of citation forms, with authorization for dismissal if forms are materially altered or other grounds for dismissal are found.
