Adds stormwater discharge permit application requirements and irrigated lands waste discharge waivers to the definition of "rule" subject to external scientific peer review requirements under existing law.

Requires the State Water Resources Control Board and regional water quality control boards to have scientific portions of adopted rules undergo external peer review by qualified scientific institutions or scientists.

Allows boards to comply with peer review requirements if review has already been conducted on the scientific basis of an adopted rule, and permits boards to explain disagreements with peer review findings in the rulemaking record.

Applies peer review requirements only when fees are available to cover the State Water Resources Control Board's or regional board's compliance costs.

Exempts emergency regulations from peer review requirements and preserves boards' authority to adopt rules as required by statute.
