Creates the Department of Human Resources (CalHR) effective July 1, 2012, transferring administrative and ministerial functions from the State Personnel Board and absorbing duties previously held by the Department of Personnel Administration.

Implements statutory changes required by Governor's Reorganization Plan No. 1 to reflect the new departmental structure and consolidate human resources functions across state government.

Authorizes the Department of Human Resources to establish disciplinary criteria for adverse actions taken by appointing bodies, with the State Personnel Board required to give consideration and respect to these criteria in disciplinary proceedings.

Makes extensive conforming amendments throughout the California Code to replace references to the Department of Personnel Administration and State Personnel Board administrative functions with the new Department of Human Resources.

Includes a savings clause providing that any 2012 legislation taking effect before January 1, 2013, that conflicts with this act shall prevail, regardless of the enactment order.
