Permits local regulation of BB devices, toy guns, firearm replicas, and similar devices that appear substantially like real firearms and expel projectiles no larger than 16 millimeters in diameter.

Maintains state-level occupancy of the regulatory field for imitation firearms generally, with this exception limited only to Los Angeles County jurisdictions.
