Requires the California Health Benefit Exchange board to report to the Legislature within 90 days if any part of the federal Patient Protection and Affordable Care Act (PPACA) is amended, invalidated, or repealed, assessing the Exchange's viability and ability to function without state funds.

Mandates the board provide the Legislature with a plan on how the Exchange will operate if PPACA sections are amended, invalidated, or repealed.

Requires the board to halt all work on Exchange implementation if the required report is not submitted to the Legislature within 90 days of any PPACA amendment, invalidation, or repeal.

Prohibits use of state moneys to fund Exchange operations, related functions, or to replace federal funds currently or previously dedicated to Exchange operations.

Takes effect immediately as an urgency statute.
