Requires school district governing boards to conduct public hearings (instead of discussions) to analyze and compare API scores, STAR test results, and school rankings following annual publication by the Superintendent.

Mandates that public hearings include examination of STAR test scores disaggregated by school, grade, and subgroup as specified in federal law.

Changes school district authority from discretionary ("may") to mandatory ("shall") to conduct performance assessments and adopt improved performance plans for schools scoring below the 50th percentile.

Requires school districts to provide written notice of public hearings on pupil achievement to parent organizations, media outlets, mayors, city council members, county supervisors, county superintendents, and county boards of education.

Establishes that if the Commission on State Mandates determines costs are imposed, reimbursement shall be made pursuant to state mandate procedures under Government Code Part 7.
