Encourages postsecondary institutions to provide a faculty textbook adoption search engine allowing faculty to view, compare, and select course materials while tracking adoption deadlines and costs to students.

Requires institutional bookstores at institutions with adoption search engines to provide course and adoption information in open protocol format (comma-delimited or API) for free access by outside organizations.

Requires institutional bookstores to provide a student textbook price comparison engine on their websites showing price differences between bookstore and online competitor prices, with links to purchase from competitors.

Encourages but does not require University of California bookstores to comply with the price comparison engine requirement; provides state reimbursement procedures for any mandated costs to community college districts.
