Authorizes counties to establish a drug repository and distribution program by action of the county board of supervisors or public health officer to distribute surplus medications to financially needy patients.

Expands eligible entities to participate in the program to include primary care clinics and certain pharmacies in addition to county-owned pharmacies.

Requires participating pharmacies and clinics to notify the county health department in writing before participating and to disclose quarterly information about medication sources to the county health department.

Authorizes licensed health facilities (hospitals, skilled nursing facilities, residential care facilities, etc.) and certain specialty pharmacies to donate unused, unexpired medications that were never in a patient's possession.

Provides immunity from criminal and civil liability for manufacturers, wholesalers, pharmacists, physicians, and healthcare facilities that donate, accept, or dispense prescription drugs in compliance with the program.
