CA SB1331

Establishes an Independent Redistricting Commission in San Diego County comprised of five members and two alternates, all of whom must be former or retired state or federal judges, registered voters, and county residents.

Requires the County Clerk to randomly select commission members from qualified applicants at a regularly scheduled Board of Supervisors meeting.

Directs the commission to adjust supervisorial district boundaries after each decennial federal census to ensure districts are equal or nearly equal in population while complying with federal voting rights law.

Requires the commission to hold at least seven public hearings (including one in each supervisorial district) and adopt a redistricting plan by October 1st of the year following the census, with the plan becoming effective 30 days after filing.

Makes the redistricting plan subject to voter referendum and requires the Board of Supervisors to provide reasonable staffing and logistical support to the commission.
