Creates the Zone 7 Water Agency as a separate flood control and water district serving eastern Alameda County (former Zone 7 of the Alameda County Flood Control and Water Conservation District) and Dougherty Valley in San Ramon, with all powers related to flood control, water supply, groundwater management, and water conservation.

Establishes a seven-member board of directors elected at-large by agency voters, with the first election held at the June 3, 2014 statewide primary election, and four-year terms thereafter.

Authorizes the agency to continue imposing existing special taxes, assessments, and charges from former Zone 7 and to impose new special taxes and assessments, with revenues levied and collected together with county property taxes.

Grants the agency powers including eminent domain, issuance of bonds and revenue bonds (subject to two-thirds voter approval), property acquisition and disposition, water rights management, flood control infrastructure development, and recreational facility operations on agency lands.

Designates Alameda County as the principal county and allows the agency to use the county treasury as its treasury; repeals provisions in the Alameda County Flood Control and Water Conservation District Act relating to Zone 7's governance.
