Authorizes nurse practitioners, certified nurse-midwives, and physician assistants who completed training through Health Workforce Pilot Project No. 171 (Access through Primary Care Project) on or before January 1, 2013 to continue performing abortions by aspiration techniques outside the pilot project.

Amends Section 2253 of the Business and Professions Code to clarify licensing requirements for abortion provision while maintaining existing penalties for unlicensed practitioners.

Preserves existing law requiring physicians and surgeons to have valid licenses to perform surgical and nonsurgical abortions, with nonsurgical abortion defined as termination of pregnancy through pharmacological agents.

Reflects legislative intent to ensure qualified health care practitioners can provide safe, early, effective, and accessible aspiration abortions within the scope of their licenses.
