Authorizes the Sewerage Commission Oroville to file applications for water appropriation permits on or after July 1, 2013, based on treated wastewater discharged into the Feather River, adjusted for seepage and other losses.

Permits the State Water Resources Control Board to grant appropriation permits subject to terms and conditions necessary to protect existing water rights holders.

Allows appropriated water to be sold or used for any beneficial purpose, subject to the board's compliance with applicable water law and permit requirements.

Requires the board to prepare a report by July 1, 2013, assessing cumulative effects on current water rights, instream flow standards for Sacramento and San Joaquin Rivers, and water quality standards in those rivers and the Delta.

Board must post the draft report for public comment (minimum 30 days) and transmit the final report to the Senate Committee on Natural Resources and Water and the Assembly Committee on Water, Parks and Wildlife by July 1, 2013.
