Allow county elections officials in counties larger than 5,000 square miles to seal ballot containers and direct 2 precinct board members to remove sealed containers of untallied ballots from polling places prior to poll closing and deliver them unopened to the county elections official or designated receiving station.

Require county elections officials to identify precincts or polling places for early ballot container removal at least 30 days before an election, with removals limited to no more than 3% of precincts in the jurisdiction and occurring only once between 2:00 p.m. and 4:00 p.m. on election day.

Authorize county elections officials to process ballots upon receipt but prohibit tallying ballots or releasing results prior to poll closing.

Maintain precinct boards' responsibility to account for all ballots and complete required rosters and certificates of performance.

Repeal this section on January 1, 2017, unless legislation is enacted before that date to extend or delete the deadline; take effect immediately as an urgency statute.
