Requires the California Department of Motor Vehicles to include the designation "VETERAN" on driver's licenses and identification cards for veterans who request it and provide proof of military service and honorable discharge.

Authorizes the department to charge a $29 fee for replacing an unexpired driver's license or identification card to add the veteran designation, with the replacement retaining the original expiration date.

Original driver's licenses or identification cards with veteran designation are subject to regular issuance fees, and renewals are subject to regular renewal fees.

Defines "veteran" using the same definition provided in Section 980 of the California Military and Veterans Code.
